'Hard stop': States could lose National Guard virus workers
Source: Politico
The Trump administrations order ends deployments on June 24, just one day before thousands would qualify for education and retirement benefits.
More than 40,000 National Guard members currently helping states test residents for the coronavirus and trace the spread of infections will face a hard stop on their deployments on June 24 just one day shy of many members becoming eligible for key federal benefits, according to a senior FEMA official.
The official outlined the Trump administrations plans on an interagency call on May 12, an audio version of which was obtained by POLITICO. The official also acknowledged during the call that the June 24 deadline means that thousands of members who first deployed in late March will find themselves with only 89 days of duty credit, one short of the 90-day threshold for qualifying for early retirement and education benefits under the Post-9/11 GI bill.
The looming loss of crucial frontline workers, along with questions about whether the administration is shortchanging first responders, would require a delicate messaging strategy, the official representing FEMAs New England region told dozens of colleagues on the interagency call.
We would greatly benefit from unified messaging regarding the conclusion of their services prior to hitting the 90-day mark and the retirement benefit implications associated with it, the official said.

Georgia Republicans cancel election for state Supreme Court, meaning governor can appoint a Republic
Source: Vox
The state of Georgia was supposed to hold an election Tuesday to fill a seat on the state Supreme Court. Justice Keith Blackwell, a Republican whose six-year term expires on the last day of this year, did not plan to run for reelection. The election, between former Democratic Rep. John Barrow and former Republican state lawmaker Beth Beskin, would determine who would fill Blackwells seat.
But then something weird happened: Georgias Republican Gov. Brian Kemp and the states Republican secretary of state, Brad Raffensperger, canceled Tuesdays election. Instead, Kemp will appoint Blackwells successor, and that successor will serve for at least two years ensuring the seat will remain in Republican hands.
On May 14, the state Supreme Court handed down a decision that effectively blessed this scheme to keep Blackwells seat in the GOPs hands. The courts decision in Barrow v. Raffensperger is unusual in many regards among other things, six of the states regular Supreme Court justices recused from the case, and they were replaced by five lower court judges who sat temporarily on the states highest court. The courts decision in Barrow turns upon poorly drafted language in the state constitution, which does suggest that Blackwell, Kemp, and Raffenspergers scheme was legal.
The scheme, briefly explained
In late February, just a few days before the deadline for candidates to file to run to replace Justice Blackwell was about to expire, Blackwell sent a letter to Kemp announcing that he intends to resign his seat, effective November 18. That means that Blackwell will leave office a few weeks before his term was set to expire on December 31.

White House portrait ceremony may be the latest casualty of the political divide
Source: NBC
WASHINGTON It's been a White House tradition for decades: a first-term president hosts his immediate predecessor in the East Room for a ceremony to unveil the portrait of the former president that will hang in the halls of the White House for posterity.
Republican presidents have done it for Democratic presidents, and vice versa even when one of them ascended to the White House by defeating or sharply criticizing the other.
"We may have our differences politically," President Barack Obama said when he hosted former President George W. Bush for his portrait unveiling in 2012, "but the presidency transcends those differences."
Yet this modern ritual won't be taking place between Obama and President Donald Trump, according to people familiar with the matter. And if Trump wins a second term in November, it could be 2025 before Obama returns to the White House to see his portrait displayed among every U.S. president from George Washington to Bush.
