Shutdown's economic damage: $1 billion a week

The mounting toll is adding new risks to the Trump administration’s economic hopes for 2019.

As federal workers face the prospect of missed paychecks during the partial government shutdown, their financial reality is rippling into the broader economy.

The roughly 800,000 government employees who are either furloughed or working without pay will be forced to start slashing their consumer spending when paychecks don’t appear this week. Private-sector contractors and other workers tied to the government are already seeing damage from lost business.

And a hit to the nation’s financial standing is on the horizon with a warning from Fitch Ratings on Wednesday about downgrading the government’s credit rating if the shutdown persists.

Estimates from President Donald Trump’s chief economist peg the cost to the overall U.S. economy at about $1.2 billion for each week the shutdown persists. While that’s just 0.05 percentage points off the GDP growth rate, it could be among the factors complicating the administration’s aspiration of reaching sustained 3 percent growth.

Pelosi, Schumer response tops Trump speech in preliminary ratings

The response to President Trump's Oval Office address to the nation by Speaker Nancy Pelosi (D-Calif.) and Senate Minority Leader Charles Schumer (D-N.Y) on Tuesday night rated slightly higher than the president's remarks, according to preliminary audience figures.

According to early numbers from Nielsen, the quarter hour from 9 to 9:15 p.m. EST that included the president's address attracted a combined 28.1 rating in metered markets on ABC, CBS, NBC, FOX, Fox News, CNN and MSNBC.

The 15 minutes that followed immediately after that included remarks by Pelosi and Schumer registered 29.3 across those same networks.

The early numbers also show that the Pelosi-Schumer response beat Trump by 26 percent on CNN and 15 percent on MSNBC, according to Deadline.

Washington (CNN)Special counsel Robert Mueller believes that Paul Manafort was sharing polling data and discussing Russian-Ukrainian policy with his close Russian-intelligence-linked associate, Konstantin Kilimnik, while he led the Trump presidential campaign, according to parts of a court filing that were meant to be redacted by Manafort's legal team Tuesday but were released publicly.


Manafort discussed a Ukrainian peace plan with Kilimnik, his lawyers acknowledged. He also shared polling data related to the 2016 presidential campaign with Kilimnik, Manafort's legal team acknowledges in their court filing.


The details accidentally released Tuesday are the closest public assertion yet in the Mueller cases of coordination between a Trump campaign official and the Russian government, as Kilimnik is believed to be linked to Russian military intelligence. It's a major acknowledgment from the Mueller team that their investigation into Russian interference in the 2016 election is finding potential contact between at least one Trump campaign official and the Kremlin.


The Ukraine peace plan that they discussed likely would have dealt with Russian intervention in the region. At around the same time, Russian government operatives were allegedly hacking Democratic computers to help Trump and orchestrating a social media propaganda scheme to sway voters against Trump's electoral opponents.................

Hoyer: IRS distributing refunds during shutdown is illegal

“Literally, there are $140 billion, approximately, in tax refunds that won’t be able to be sent,” Hoyer said during his weekly press briefing in the Capitol.

On Monday, the administration vowed that the shutdown will not delay the Internal Revenue Service’s distribution of those payments.

“Tax refunds will go out,” Russell Vought, the acting director of the White House Office of Management and Budget, told reporters on Monday.

The threat that tax refunds would be delayed was seen as a pressure point — and an advantage for Democrats — in the battle to reopen the government as Trump and Democratic leaders seem to be digging in on the issue of whether to provide billions of dollars for the president’s promised U.S.–Mexico border wall.

Hoyer said flatly that making the payments during the shutdown is illegal..........................
