He's punishing Puerto Rico, in part because he hates Carmen Yulín Cruz, San Juan's mayor who was justifiably highly critical of Trump after Hurricane Maria. Not sure what he has against Texas; Cruz's reaction to stealing relief funds should be interesting.

This is criminal. He's like a spoiled child, testing limits and throwing tantrums when someone like Nancy Pelosi tells him NO. Sadly, so far Republicans are telling him there are NO limits.
