If semi-auto weapons were banned and required to be subject to a buy back or other program by a date certain, then there is a significant improvement in public safety which comes from the fact that any having any such weapon in plain view during any casual lawful LE contact is an offense, and that we don’t have to wait to find out what they were intending to do with it. There are several effects which, from that point, cause attrition of the supply on a monotonic downward slope.
