every time he appeared.
If he was OUTSIDE the administration, his word would have carried more weight. As it is, he just hemmed and hawed, dancing around the truth. He hurt his reputation greatly. He was only slightly better than the scarf lady, Dr. Birx, who was a bona fide embarrassment to the medical community.
