If I understand this correctly, Biggs wants people to be able to get whatever medications they want without a prescription.

Now imagine a hypothetical where an orange clown tells the circus audience to take a potentially life threatening drug like Hydroxychloroquine with no prescription needed. This could be the 21st Century's equivalent to Jim Jones' Kool-Aid.
