Eight people are dead, shot and killed by the man who is under arrest. What you suggest is certainly possible, but it is the murders of eight people that is the issue, not what those businesses did or offered.
Eight human beings were shot to death, deliberately. The shooter purchased the weapon the day before and then went to those places and murdered people.
That is all that matters in this story, really.
