...by constitutional amendment, and that's damn near impossible to accomplish in the foreseeable future.

When it comes to Congressional oversight, I'd cut the length of any appeal of a subpoena to maybe two weeks, or a month at most. The courts would be obligated, of course, to expedite their handling of these cases.

The legal benefit of the doubt would always go to Congress, and the Sergeant at Arms would have the authority to physically haul someone's ass into hearings as needed if they fail to cooperate.

No more "playing out the clock".
