… doesn’t mean a personal right to peace and quiet without noisy disturbances (runways, traffic, fireworks, neighbor’s kids’ music).

They were forming a union between independent states. Domestic tranquillity meant keeping those states from fighting with each other.

Just as “common defense” meant that they would defend each other (states) - not a standing single army
