I agree, but I think the best way to go about this would be to jack taxes up on the wealthy immediately, and give folks who are struggling at least a year to prepare for a tax increase. There's a lot of working folks teetering on the edge of total disaster right now.
We all know that there are a lot of people struggling just to keep a roof over their heads, and every penny is important for them. Wages have stagnated or gone down for them, while the cost of living has skyrocketed. The wealthy can absorb a tax increase without worrying about starving to death, unless they frivolously overspent their excess.
But a lot of folks are living day to day, and they're scared, and they really can't afford any more outlay of cash at this time.
