It's like asking how can we make it harder for criminals to commit murder , rape , arson , theft

Criminals by the very definition are criminals.

What we could do is try to make a country where the young children don't have to resort to crime.
By giving a good education , making inner cites more prosperous by jobs that make a living wage.

We have to look to the future of our young.

The people you are talking about are mostly already lost.

It's very hard , not impossible but very hard to convince someone who is involved in the criminal , gang life style to change.

That's just the way it is.
