In other words, in exchange for a license to own a gun, people should be required to volunteer several weeks of their time for the National Guard in their state.
In California, that would mean we would have people to call on in case of emergencies like fires or earthquakes. It would also mean that people who were licensed to own guns had to be capable of getting along with other people during their Guard service. The leadership of the Guard could weed out of the Guard and out of those qualified for gun ownership, those without the mental stability own guns.
A few unbalanced people would slip through, but we would have much less strange gun violence. At the same time, those who are really serious about having guns for hunting or even for protecting their rights could own guns.
