Civilians on a military base don't wear military uniforms. That's against the law.

There are children on a military base and on many bases there are elementary schools with civilian teachers. I guess those are legitimate targets too according to you?

The difference between what is considered an acceptable military target and what the Ft. Hood shooter did is he directly targeted those people. They were not killed because a bomber from afar loosed an ordinance that killed them because of their proximity to an actual military target.
