a great deal in the back rooms of the R's.

They may have decided it's time to stage a coup. That's the only way this all makes sense to me - they are rallying the troops, what few they have, to use violence to overthrow the current government and install a theocracy dictatorship. The dominionists have penetrated the top leadership of the Armed Forces, I know, so that gives me reason to suspect this might be the plan.
