In all those videos of incidents you see consistently that the officers constantly yell "stop resisting" even when the person is obviously not.
I am sure its part of their training to get that on tape so they can claim the person was resisting.

Likewise, In a recent incident, there was a video of one of the officers beating a guy saying he had reached for his gun when the video showed clearly he was already on the ground with the officer beating him up.

They must be yelling those things on purpose to get it on tape.
