He knew it was a hot topic. If he regularly had conversations with foreign ambassadors that he instantly forgot about, he should have had someone double check to refresh his memory.

And that's bullshit. One thing these politicans have in common is an excellent memory. They all have excellent recall. It's what makes them able to do what they do.
