2. If cell phones are disruptive

Why not have a school policy that cell phones are not allowed in the classroom? And then if rule is violated there are penalties, such as detention and then possibly suspension.

There is no justification for using violence in a school setting. This only teaches children to become violent.

When I attended school, they recommended to parents to students not be allowed to watch more than one hour of TV per evening. They obviously can't enforce what happens after school hours, yet they made a convincing argument to parents and most parents enforced their recommendations.

The policeman is not the only problem. The teacher and administrator siad they thought the guy acted appropriately. So they are probably more guilty than the policeman in breaching their responsibilities of providing a good education. A teacher/instructor has to gain the trust and respect of the student. You can not educate a student via violence.
