Leading up to a kind of Bay Of Pigs scenario? Sideways regime change using agents who clearly hate western intervention? How does that work?

I don't deny the document. I just cannot accept the strategy as stated. I can see Qatar and Saudi using "them". I can't see US agencies knowingly enabling specifically anti-western groups. Once armed and able how are they limited to attacking only Assad?
