My experience indicates the best (most accurate) references come from a candidate's peers. A candidate can look great on paper, have superior supervisory reviews, be technically off the charts, and motivated/enthusiastic as all get out ... but if his/her peers report can't work with his/her, the candidate is a poor fit.
