what you are discussing is "funding without oversight". I actually do not think that is being done, as in the schools receiving funds do have to comply with state standards, (not that I support this at all as it is a violation of the separation of church and state to fund religious schools.) At any rate, once done it can be undone, by your representatives, so again - where is the lack of representation?
