And is therefore sacking or moving some of his more unpopular ministers (Gove will now be Chief Whip, which somehow sounds appropriate the way he ran Education). Also the party is becoming increasingly unpopular with women voters, so he is appointing more women ministers, such as Nicky Morgan here.
