I think this mostly started when the downstairs neighbor had a leak. Water was coming in from his ceiling. They thought at first nowe might have left the water running and had an overflow but what it was was a pipe that had burst. It wasn't us at all. That was about a year ago and it hasn't gotten better. I can't convince him that even if the water is running, if the stopper isn't in the sink it won't run over. It is literally impossible to have the water overflow if the stopper is not in the sink. It's illogical.
