no prison space, state govt spent 8 yrs or so trying to close prisons, some successfully, resulting in overcrowding in others, reduced sentences, etc. Yes, they know who the problem children are, but the street level police can't/won't do much about it, sending them to jail for a short time doesn't solve the long term problems. 1400 people would fill ONE of the prisons closed, re: Joliet. I know it was an old prison, but I would rather see these repeat offender/murderers locked up in an old facility than have them on the street, basically getting away with murder.
