I deal with a number of very progressive Muslim women in my area. About 1/2 wear the hijab. So the only thing I can conclude is that some Muslim women choose to wear the hijab.

I had 2 cousins who were in a religious order. Both covered their hair, even after that order was relaxed in the 1960s.
