That's one way of looking at it. I see "integrity" as being a particular way for a long time. Be that a good way or not. For example, Satan has integrity because he's always and ever evil.

Integrity can require courage. Like facing arrest for protesting something you believe in. Like taking constant abuse for the beliefs you hold near and dear.

Good judgement is kinda harder to pin down, because you need history to tell whether a particular judgement was good. Like the Iraq vote. And the PATRIOT Act. And WTO, NAFTA, PTT.
