Yes, before that she was a District Attorney and probably sent some people to jail. Believe it or not some people deserve to be in jail.
One link you provided is about a decrepit detention center in NYC. And somehow she's responsible for that? You may not like Ms. Harris, but she's not to blame for all the world's ills.
