Congress's legal system is based on trust and respect, not punishment and coercion.
This should probably change but as for now Congress is a toothless slug.

Here are some aspects of government that would change.

Electoral system would be eliminated
The validity of the public debt can be questioned.
Federal Income Taxes eliminated
States can deny citizens due process of law
Voting can be denied for not paying taxes
Voting rights can be denied by age
Voting can be denied by race
Women can be denied voting

Slavery can be legal again.

These are some things Moore thinks would be good for the country
