George Soros and Charles Koch take on the 'endless wars'

George Soros and Charles Koch don't agree on much. But they are linking arms to advance a major foreign policy objective they both share: winding down America's "endless wars."

The leading financier of liberal causes and the billionaire backer of the conservative movement are combining their powers of influence to upend the orthodoxy in Washington that the use of military force must remain a primary instrument of American power around the globe.

A new think tank backed by their foundations, the Quincy Institute for Responsible Statecraft, is opening its doors on Wednesday a few blocks from the White House. It boasts a roster of leading academics mostly from outside Washington, along with several Pentagon and State Department veterans who all desperately see a need to "reassess some of the first principles" and inject more restraint into U.S. foreign policy.

Organizers are aiming to seize on what one considers a “once-in-a-generation opportunity” to galvanize growing support on the right and left for a less interventionist foreign policy — thanks in part to President Donald Trump's dogged efforts, so far unsuccessful, to extricate troops from what he calls America's "endless wars" in the Middle East.

Buttigieg has taken supporters from Warren, not Biden

While Washington analysts and TV pundits spouted off about the threat a Pete Buttigieg rise might pose to Joe Biden, a more predictable thing occurred: Elizabeth Warren’s collapse in the polls. Some have explained her declining poll numbers with a poor roll-out of her Medicare for All plan, while others pointed to a poor debate performance in October as the catalyst for her decline.

It seems reasonable to me that either one of those things could be the driving factor, but yet another lurks somewhere in pundit-world: that educated and liberal whites found a new favorite child—Pete Buttigieg—in their search for an alternative to Joe Biden.

It is chiefly interesting that Buttigieg has risen in national polls while Warren has sunk. Take a look at The Economist’s polling average for more on this. But we see the same pattern in Iowa and New Hampshire, per aggregation from RealClearPolitics. This is important because both NH and IA have a relatively high proportion of white liberal Democrats compared to the nation as a whole.

This suggests to me that much of the conventional wisdom about Buttigieg—that his opposition to Medicare for All made him a good “moderate” alternative to Biden—is wrong. This is yet another reminder that primaries are not as cookie-cutter as we often believe.

Georgia governor set to buck Trump on Senate appointment

Georgia Gov. Brian Kemp has begun informing Republican officials he plans to appoint financial services executive Kelly Loeffler to the state’s soon-to-be vacant Senate seat, according to three people familiar with the conversations.

Members of the state’s Republican congressional delegation were among those to receive a heads-up from Kemp on his decision, according to an aide to a House Republican from Georgia who received a call from the governor over the weekend.

A spokesperson for Kemp declined to comment. Loeffler’s expected selection was first reported by the Atlanta Journal Constitution.

The choice could face serious backlash from conservatives. President Donald Trump has told Kemp he favors GOP Rep. Doug Collins, a staunch ally and the top Republican on the House Judiciary Committee, for the appointment. Kemp took Loeffler to the White House late last month to meet with the president. But the meeting did not go as planned: Trump raised pointed concerns about whether Loeffler — who has never run for elected office before — is seasoned enough in politics to receive the nod.

Steve Bullock ends presidential campaign, will not run for Senate

Montana Gov. Steve Bullock ended his presidential campaign on Monday, the Democrat announced in a statement to CNN.

The decision comes after the moderate Democrat failed to convince the party's base that the best way to defeat President Donald Trump was by nominating someone who can win in a red state.

"Today, I am suspending my campaign to become the Democratic Party's nominee for President," Bullock said. "While there were many obstacles we could not have anticipated when entering this race, it has become clear that in this moment, I won't be able to break through to the top tier of this still-crowded field of candidates."

Bullock, who is term-limited as governor, will not take on Republican Sen. Steve Daines in 2020, his spokeswoman said.
